How to I uninstall a program when it is not accessible through the control panel?

I have a program that installed in the PC Windows 8 OS (c:) Program Files (x86). When I go to uninstall this program it is not accessible through the control panel uninstall feature. My control panel will only access certain programs for uninstallation. I have also tried to move the file, but it will not move, because it says the file is open.

The program may have its own separate uninstaller function, such as available in the Start screen under "All Apps". Or maybe it didn't register with the control panel (intentionally or maybe it had a problem). You might also check in it's Program Files (x86) folder... sometimes programs have a uninstaller in the folder right along with the .exe...
