Can I disable Windows service "Human Interface Device Access" to speedup my computer?

Execution command: C:\WINDOWS\System32\svchost.exe -k netsvcs
If you are not using any special devices that have hot buttons, you can disable "Human Interface Device Access", freeing up at least 1MB of memory.
