Confused over upgrades and full versions for Windows 8 on a VM

I am wishing to legally install Windows 8 or 8.1 on a VM. When I look at the Microsoft pages they only seem to offer Windows 8 as an upgrade and I cannot find a way of purchasing an earlier version either. Is anyone able to point me to a plain English explanation of what I need to purchase.

f you need to install Windows 8 in a VM, you need to purchase the full version OEM System Builder license. If you need to install Windows 8.1 in a VM, you can purchase either the retail license (which is a full version) or OEM System Builder license.
