"Diagnostic Policy Service (DPS)" is a Windows Server 2012 service that
enables problem detection, troubleshooting and
resolution for Windows components. If this service is
stopped, diagnostics will no longer function.

"Diagnostic Policy Service" service is provided by the svchost.exe program, see "svchost.exe Executable Program on Windows Server 2012" for details.
Disabling "Diagnostic Policy Service" service will not cause any issues on running Windows 2012 Server. If you don't need system to provide any diagnostics in case of error, you can disable "Diagnostic Policy Service" to improve system performance and security.
