How to disable/enable the task manager winxp64x

How would I fix a problem I am having with the task manager, when I push ctrl alt del at the same time a window pops up and says "the administrator has disabled that function"? I only have one account on this machine and it should have administrator rights. I have a amd 64 dual core running windows XP Pro x64 build 3790 service pack 2.
