If this service is stopped, remote user access to programs might be unavailable. If this service is disabled, any services that explicitly depend on it will fail to start.

Execution command: C:\WINDOWS\System32\tlntsvr.exe

It is actually a security risk to allow other computers to connect to your computer through Telnet protocol. So you should disable "Telnet" service.
