Unable to transfer photos from phone to computer using USB cable

I went to Radio Shack, showed them my cellphone and asked what USB cable would transfer my photos from cellphone to laptop. What is it that I need to get this done. I bought the USB they said would work but I plugged my phone to laptop and nothing happened even though I was told it would tell me what to do.

Run hardware and devices troubleshooter and check. Please follow these steps.

a. Press Windows + W keys, type troubleshooting in the search box and press Enter.
b. Click "View all" and then click "Hardware and Devices".
c. Click "Next" and follow on-screen instructions.
