up time in the task manager is incorrect
Bug report for Up time. When I check my up time on task manager, It displays wrongly. I also figured out that it wont return 0 on Shutdown it only returns on System restart.

The issue is associated with the Fast Startup component.
However, in order to fix the issue I would like you to perform few steps to fix the issue.
Steps:
a. Press Windows key + R.
b. Type in control panel.
c. In control panel click on power options.
d. In the left pane, select Choose what the power buttons do.
e. Choose Change settings that are currently unavailable.
f. Scroll down and uncheck the Turn on fast startup.
