I have been unable to download application due to my security settings do not allow websites to use Active X controls installed on my computer.

How can I correct the LActive X controls? The measures I have taken l. At Internet Options at automatic prompting for file downloads clicked Enable. 2. turned off the information bar for active X. 3. Went to Restricted sites and tried to remove the site from the restricted list and then attempted to place on the trusted site. Did not work.
