Is there a way to access a PC for a widow locked out either by a local or Microsoft account from her late husband other than pulling the hard drive?

If you're looking simply to gain access to the files on the user account, have another administrator account on the PC take ownership of the deceased's user folder, change the permissions so that admin has access, and get into the files that way.
