Yes, you can remove everything in C:\Users\<userid>\Cookies folder. But Windows 10 actually maps C:\Users\<userid>\Cookies to C:\Users\<userid>\AppData\Roaming\Microsoft\Windows\Cookies. So you have to go to C:\Users\<userid>\AppData\Roaming\Microsoft\Windows\Cookies to view and delete cookies.
