Is it possible to reinstall Windows 8 after a HDD wipe?

I am experiencing a difficult problem at the moment.The problem is I was having problems of booting into Windows 8 after my friend used the reset option in Windows 8 (I was purchasing his pc). During the process of the reset,a power surge and screwed up the os entirely.It won't even boot after the incident; the computer was constantly going through the attempted repairs boot.So I decided to wipe the hard drive as there was no other viable option other than this method, and I reinstalled Windows 87.Even though I permanently wiped my hard drive,is it possible to reinstall Windows 8 since the product key is inside the bios?

If the laptop doesn't have a factory image to restore the system to new state.. the key in bios will probably only allow you to install windows 8 (pro?) with a windows 8 (pro) OEM Disc.
