This keeps coming up when I try to upload photos to a website. I can't access libraries or get into recent places. I have used this website before and never had any problems. I have also tried other websites to upload photos and the same thing. I can upload for email and facebook as usual and otherwise can access the c drive and files.

That's your problem then. The other symptom is expected if something is also to be written. You can not write in the root directory. What about shell:Downloads or shell:Desktop See if you can open either of those and use one of them instead? When you do open one press Alt-d to see its path and verify that it is what you would expect it to be.
