I just bought a new HP laptop and want to know if I have an account with Microsoft and if I have Microsoft Office on this new HP laptop? I also have a Toshiba laptop in which I have Microsoft Office installed on the Toshiba.

Microsoft Office doesn't usually come with a new computer. The exception being if your computer manufacturer added a trial or some other version themselves. If you have signed up for a Microsoft Account then you have one, if not then you will have to sign up if you want one.
