A

Files stored in C:\Users\<userid>\AppData\Local\Temp folder are temporary files stored by Windows system and applications.

By default, Windows environment variable "TEMP" is set to C:\Users\<userid>\AppData\Local\Temp. But you can change environment variable "TEMP" to another new folder. All programs will start to store temporary flies to that new folder.

Yes, you can delete everything in C:\Users\<userid>\AppData\Local\Temp folder. However, this may affect some of your applications that uses temporary files.

So review each file in C:\Users\<userid>\AppData\Local\Temp folder, before delete it.
